Before the fifteenth century, what is now known as Latin America did not exist for the rest of
the world. Right here, empires like the Aztec and the Inca did not know or maintain any
kind of relationship between them. What happened in every part of the world remained in
that part of the world and human rights did not exist: each people distinguished themselves
from others, demanded their own rights and defended them with the weapons at their
disposal.
The accumulation of knowledge and technological development have changed this situation
in several important aspects, although many others remain basically the same. The concept of
Humanity has grown in coverage to include at present any Homo sapiens on the planet,
known or imagined. The atrocities of World War II led us to develop the associated concept
of Human Rights as “rights inherent to all human beings, whatever our nationality, place of
residence, sex, national or ethnic origin, colour, religion, language, or any other status” [1].
Technological development has made it possible to communicate with the rest of the world,
as well as the exchange of goods, and the transportation of people, from almost anywhere on
the planet.
