For Casar (2015: 5), it should be noted that:
[...] the impunity that accompanies corruption has remained constant. As with the rest of the
crimes, offenses and infractions in Mexico, those that are defined as acts of corruption are
almost never punished. The black figure -the percentage of corruption crimes committed but
not punished- is similar to the rest of the violations of the law: 95% [...] Needless to clarify
why it is important to study the phenomenon of corruption but among the reasons include
the pernicious effect on the national mood, on the legitimacy and credibility of the State and
its representatives, on the survival of democracy, on the performance of the national
economy and on the welfare of families.
For its part, the University of the Americas Puebla (2015: 23) states that:
Corruption is the matrix of impunity; for example, in Mexico, despite signing laws and anti-
corruption clauses, policies for its eradication have not been implemented; nor develop
institutional control mechanisms within its political agenda. From these technical problems
of implementation becomes impunity, with the absence of control of the State and civil
society.
And, following a study by Casar (2015: 62), corruption presents three dimensions that are
linked or intertwined, namely: personal or individual, institutional and cultural. That one, is
based on the cost-benefit relation and the perception that when incurring in an act of
corruption the individual has little to lose and much to gain; the institutional with the
