1999: 20). Which, according to the results of the National Survey on Political Culture and
Citizen Practices (Secretaría de Gobernación, 2012), allows to speak of the domain of a
"culture of transgression" in Mexico, since 73% of the respondents believe that their rulers
they do not comply at all with the law, to which an 18% adds that affirms that the
observance on the part of the same is little. In the same exercise, when asking if citizens
should always obey the laws, even when they are unfair, 47% disagree and 9% strongly
disagree, compared to only 37% agree. Additionally, 19% strongly agree and 51% agree with
the phrase "citizens allow corruption".
What is reinforced by a Survey of Constitutional Culture by the National Autonomous
University of Mexico (2011), raised a year earlier, that when asked "When you think you are
right, are you willing or not to go against what is established by law? ", shows 41% that is
willing to violate the law, compared to 35% unwilling to break it
Therefore, in a study by the Center for Economic Research and Teaching, A.C. (Casar, 2015:
34), it is concluded that:
The previous convictions are complemented by the majority opinion that the laws are made
to favor politicians and the rich and that justice is imparted differentially.
