At the 52,000 signatures contrary to the designation of Medina-Mora as Minister of the
SCJN, public figures such as academics Denise Dresser, Alejandro Madrazo and Genaro
Lozano, who argue that he lacks the profile for the position and that was the executing arm
of the security strategy that has led to massive violations of human rights and an increase in
violence in the country. (The Online Journey, 2015)
Security strategy of the then President Felipe Calderón Hinojosa (2009), which starts by
considering drug trafficking as the main threat to national security and, therefore, argues that
the full force of the State should be applied:
[...] the issue of the war against drug trafficking has become an obsession [...]: "Organized
crime seeks territorial control," warns the president; it will be a war without quarter because
there is no longer any possibility of living with the narco, he says. There is no return; it's
them or us.
National security strategy that remains unchanged in the present administration, despite
assuming itself as "the government of change", as can be seen from a recent assessment
(CIDAC, 2015 a):
In March 2015, the Federal Government presumed the capture of 91 of the 122 members of
organized crime whose detention had been raised as a priority objective by the administration
of Enrique Peña Nieto. The capture or despondency of leaders of criminal gangs is one of the
main arms of the fight against drug trafficking and organized crime since the previous
administration [...] Ten years after the fight began, nor the levels of violence related to the
