and impartially. Your service will be free, leaving, consequently, the court costs.
Under this perspective, the State stands as an arbitrator and counselor of social conflicts and
has institutions capable of coercively imposing their decisions and punishing those who
break the rules of the game enshrined in the legal framework. This is the use of the
institutional force that must be dosed, depending on the spatial and temporal dimension, the
risk and threat, and particular circumstances.
The reader is faced with an instrumental conception of security that starts from the coercive
response of the State, based on three categories or levels of security with their respective
instruments of force. Therefore, in the Mexican case, its Supreme Law consecrates three
different categories of security, each of which corresponds to a particular coercive means, as
can be seen in the following graph:
