All this means that national security is one whose purpose is to safeguard the vital interests of
the Nation, that is, those enshrined in the Political Constitution of the United Mexican
States, such as the rule of law, respect for rights, fundamental rights and the preservation of
sovereignty and territorial integrity, among others. By their very nature, these interests are
permanent and transcend the governments in turn; whatever the political party in power, its
obligation is to preserve them. Therefore, national security corresponds to the very survival of
the Nation-State and, therefore, is located in the highest hierarchy or at the highest level of
the security categories in Mexico.
In short, national security pursues the maintenance of the integrity, stability and permanence
of the Mexican State, and attends to the risks and threats that question or severely question
them, and counts on its Armed Forces as a coercive instrument par excellence and maximum
intensity of the use of force of the Nation-State.
Interior Security
This intermediate category of security is not yet clearly defined in Mexico, although it is
enshrined in Article 89 -Fraction VI- of the Supreme Law of the Nation (Political
Constitution of the United Mexican States, 2015), by empowering the President of the
Republic, for:
[...] dispose of the totality of the permanent Armed Forces or of the Army, the Navy and the
Air Force for the internal security and external defense of the Federation.
