                  "Violence and Use of Force", the ICRC (2012: 18-27) delves into the maintenance of order,
                  in the framework of meetings and demonstrations, internal disturbances and other situations

                  of internal violence, such as riots and sporadic and isolated acts of violence and other similar

                  acts, as well as in a state of emergency.


                  Now, according to a source considered classical, is meant by internal security (Cabanellas de
                  Torres, 1983: volume VI, page 100):


                  Situation and political system that manifests the reality or the purpose of a national order in

                  which the public powers are respected, as institutions and in the people who embody them,

                  with the adequate defense of the regime, of the fundamental rights of citizens, of the social

                  peace,  and  public  tranquility.  Rebellion,  sedition,  public  disorder,  attacks  and  disrespect
                  against authority, terrorism, illegal possession of arms and explosives make up the criminal

                  repertoire of demonstrations hostile to this clear civil atmosphere.





                  It is, therefore, an intermediate category between national security and public security, which

                  in some countries is defined as a situation of internal commotion and social instability and
                  which, although worrisome, is still not serious enough to be considered. a threat to the vital

                  interests  of  the  nation  (national  security).  Although  it  should  not  be  overlooked  that  in

                  Mexico the concept of interior security lacks clarity and a clear definition, as a remnant or
                  legacy of the liberal and conservative Constitutions of the nineteenth century that manages

                  to survive the work of the 1917 Constituent. In addition, given that the guard only exists

                  formally, is that the President of the United Mexican States reserves the right to appeal to the

                  military and sailors to account for atypical situations that do not escalate to be considered a
