mechanisms that allow articulating the tasks assigned to each instance and that have the
purpose of promoting inter-institutional cooperation (CISEN, 2015).
The current National Security Sector Program calls the National Security System both the
national security and defense community and the intelligence community, namely:

In the National Security System, all the institutions that are part of the country's security and
defense community converge, as do all the specialized intelligence and information systems
available to the Mexican State. None of its components is more relevant than another, since
all of them are engaged in tasks in an interrelated manner under the leadership of the
President of the Republic [...]
Said program document also contemplates, as an objective, the development of a National
Intelligence System, which it conceives as the interconnected set of dependencies or federal
entities, units of information or intelligence, that links the processes and instruments that
satisfy the function of generating intelligence necessary for that the National Security System
fulfills its mission (Ibid), by recognizing the dispersion of efforts in the absence of an
articulating mechanism.
Finally, it should not be overlooked that both the States of the Union and the main
municipalities of the country have intelligence systems that respond to functions such as the
prosecution of crime (Prosecutor's Offices and Procurator Offices) and the prevention and
deterrence of their commission (intelligence police of the three orders of government).
