Intelligence services
The main issues of the security agenda (national, internal or public), demand the effective
use of information to inform the decision-making processes in a context marked by
globalization, new technologies and uncertainty; what it means to have intelligence services
for security in its three dimensions, whose activity is aimed at discovering, analyzing and
evaluating the risks and threats to security, coming from internal and external agents, in
order to provide knowledge (intelligence) to the government, which allows it to adopt
preventive and reactive measures to deal with them and, as far as possible, neutralize them.
If on the one hand, the preservation of freedom and democracy requires the existence of
intelligence services, on the other hand, in a democratic State of law the activities of these
services can not question human rights under the logic of the reason of State (Machiavelli,
1984: 85). Even to preserve the Rule of Law, in a democracy the political neutrality of the
intelligence services, their performance according to law and accountability are imposed, as
long as secrecy allows it.
Traditionally, in Mexico it is recognized that all instances of the National Security System
generate information and produce intelligence, but that its integration under the perspective
of strategic intelligence is under the leadership of the Center for Research and National
Security (CISEN), at the time the most important Mexican intelligence agency. The purpose
of the strategic intelligence integration function is to provide support to the fundamental
political decisions of the President of the Republic, regarding risks and threats to national
security, after consideration of the National Security Council (Executive Branch of the
Federation, 2009: subsection 1.6.2.3.).
