of crimes, the investigation to make it effective, the sanction of administrative infractions, as
well as the investigation and prosecution of crimes and the social reintegration of the

individual, in terms of this Law, in the respective competences established in the Political

Constitution of the United Mexican States.

The State will develop policies on the social prevention of crime with an integral character,
on the causes that generate the commission of crimes and antisocial behaviors, as well as

programs and actions to promote in society cultural and civic values, that induce the respect

for legality and to the protection of the victims.

If on the one hand, the aims of public security correspond to the preservation of physical
integrity, the enjoyment of their rights and freedoms and assets; on the other hand, the

emphasis is placed on the safeguarding of public order and peace, typical of the sphere of

internal security. While this level of security must be guaranteed through this institution of

social self-protection par excellence that is the police and whose mandate rests,
fundamentally, on guaranteeing the right to life and the validity of human rights in general.

Recapitulating, the conception of security in Mexico -in light of the national, internal and

public security categories- responds to the trend or restricted current, based on the coercive

response of the State.
