EL ETAT DE LOS DERECHOS HUMANOS EN EL DESARROLLO SOSTENIBLE
It refers as the origin of the violence characterized by relations between liberals and
conservatives since the nineteenth century, social exclusion, and lack of democratic options
for the opposition. Aspects that explain the emergence of groups outside the law in the 60s
and 70s, to continue the conflict with the appearance of the production and export of drugs
and the emergence of self-defense and paramilitary groups.
As a result, the product of the national clamor and taking into account that the construction
of peace is a matter of society, the national Government and the FARC-EP decided in 2012:
"Start direct and uninterrupted conversations on the agenda items ... in order to reach a
Final Agreement for the termination of the conflict that contributes to the construction of

stable and lasting peace" .

Thus, through Legislative Act No. 01 of July 31, 2012 , legal instruments of transitional
justice were established, which purpose was to facilitate the termination of the internal
armed conflict and the achievement of a stable and lasting peace, with a guarantee of non-
repetition, and security for all Colombians; guaranteeing the rights of the victims: truth,
justice and compensation. Framework that was analyzed by the Constitutional Court in
sentence C 579 of 2014, which solved the problem that raised the definition of transitional
