Subsequently, as a result of the dialogues in Havana between the National Government and

the FARC-EP, on September 23, 2015, the joint communiqué No. 60 was published, in

which various agreements were made . On December 28, 2015 the Agreement on Victims
of the Conflict was published: "Integral System of Truth, Justice, Reparation and Non-

Repetition" , including the Special Jurisdiction for Peace. Afterwards, through Legislative
Act of July 7, 2016, legal instruments were established to facilitate and ensure the

implementation and normative development of the final Agreement for the termination of

the conflict and the construction of a stable and lasting peace. Then, the final agreement for

the termination of the conflict and the construction of a stable and lasting peace is signed on
August 24, 2016, which after being subjected to popular referendum via plebiscite was voted

NO, which is why the Government makes adjustments and a new agreement is signed on

November 24, 2016, endorsed by the Congress of the Republic on November 30, 2016.

On April 4, 2017, through Legislative Act 01, a title of transitional provisions in the

Constitution is created for the end of the armed conflict and the construction of a stable and
lasting peace . On the other hand, through Legislative Act 02 of May 11, 2017, a transitory
