INTRODUCTION
Freedom, justice and peace as an uplifting ideal of human dignity is at the same time the
aspiration and foundation of education. The recognition of education as a fundamental
human right places it at the epicentre of policies that seek to provide the individual and the
community with the conditions to self-determine, individually and collectively, to free
themselves and to change what prevents them from achieving their full potential.
The universal declaration of human rights has been an important milestone for societies
since the last century. After having taken that great step, nations continue to do their best to
advance the path of true recognition of human dignity. In this transit of marches and
counter-marches, the convictions of rulers and citizens of all nations are measured, in the
process of conceiving and reaching the ideal world that is so much preached about.
Along these lines, the debate on the concept of development is another important issue. It
began in the 1970s, and just to mention a few meetings, the Conference that took place in
Mexico (1974) focused on the concept of sustainable development, the UNESCO
convention in Quito (1979) would be called "new development" or integral, global and
endogenous development (Perroux 1984, quoted by Colom, 1998). Undoubtedly, the
