                  interests must be kept intact. They should be sustained in principles and institutional values
                  that  mark  the  axiological  horizon  in  which  all  actions  are  developed.  Thus,  a  quality

                  education,  conceived  from  the  cosmovision  of  the  actors  leads  to  the  thinking  of  lasting

                  strategies, where internal processes of quality assurance are developed in a continuous and

                  sustained way.


                  2. RETHINKING HIGHER EDUCATION

                  The challenges to which humanity is called, with bewildering facts, place higher education
                  institutions at the centre of action, to meld reality into horizons of dignified life. This raises

                  the need to create conditions for the consolidation of a quality higher education system in

                  line with the challenges presented by modernization and globalization.


                  In this scenario, quality assurance mechanisms adopted by countries and oriented to control

                  and  to  guarantee  academic  quality  as  well  as  the  continuous  improvement  of  higher

                  education  institutions  are  effective  tools  to  evaluate  its  purpose  as  a  social  and  political
                  institutions. They are also efficient tools in the path for the search for meaning. This claims

                  the creative engagement and active participation in the mission of preserving the legitimate

                  rights of higher education users and society to receive quality.


                  In this way, quality processes should contribute to stimulate the education of intellectuals.

                  Intellectuals who promote the postulates of higher education as public good to the academic
                  community and the implications that this condition brings. They can then encourage critical

                  thinking within institutions, to try and influence pedagogical proposals and methodological
