                  strategies that lead to work on contextual problems and their solutions. In coincidence with
                  Flor  (2005),  cited  by  Novo  (2009),  it  is  necessary  not  only  to  pose  problems  but  also  to

                  present alternatives, and the more viable they are and the more grounded they are, the more

                  likely they are to be considered.

                  This  leads  us  to  think  that  institutions  of  higher  education  must  establish  their  quality
                  horizon and move towards it from the core of their mission, working internal management

                  mechanisms  with  permanent  programs  of  self-evaluation  and  feedback,  in  view  of  self-

                  regulation harmonized with external evaluation.


                  3. CHALLENGES OF THE QUALITY OF HIGHER EDUCATION

                  As society changes, it also changes the perception of higher education. In the beginning of

                  the  implementation  the  mechanisms  of  quality  assurance  were  more  oriented  to  provide
                  public assurance of the academic quality. The educational offerings were expanding and their

                  variety  merited the  rendering of accounts  to  society.  It  is  necessary to  undertake  the  path

                  towards  the  search  for  meaning,  to  the  evaluation  of  its  purpose  as  a  social  and  political
                  institution.



                  More  specifically,  it  is  necessary  to  propose  a  second  generation  of  indicators  that
                  contemplate  estimating  the  value  of  substantive  functions  of  higher  education,  avoiding

                  process simulation and generating a new academic quality awareness on Higher Education

                  Institutions.  It  is  necessary  to  rigorously  study  the  current  models,  if  they  consider  the
                  universities based on their nature, characteristics, ideas or rather, as some authors point out

                  tend to homogenize the programs based on the standardization of these indicators.
